FALL RIVER — It seems like an annual occurrence, and this year is no different, with the City Council approving water and sewer rate hikes last week — but not before a few members expressed frustration that the city utilities departments did not get more money from the federal American Rescue Plan Act. Between Fall River municipal government’s ARPA appropriation of more than $69.6 million, and Bristol County’s $16 million appropriation to the city, about $20 million has been designated for water and sewer projects.
